Transportation Secretary Tata Outlines Organizational Changes Thursday, February 21, 2013

RALEIGH — As an organization focused on continuous improvement, the N.C. Department of Transportation (NCDOT) has made some adjustments to the organization in an effort to support and achieve the Governor’s vision of a Transportation Department that is efficient, focused on customer service, and able to leverage infrastructure to create jobs.

“We have developed this organization with the intent of reducing span of control for key leaders to better focus the organization,” said NCDOT Secretary Tony Tata.

Also, seeking the best talent and valuing diversity in the workforce, NCDOT has promoted several personnel from within the organization and hired some from the private sector and other organizations.

NCDOT is conducting a significant review of all facets of the organization and already has recommended the elimination of 10 vacant positions to assist in its efficiency efforts. The new organizational structure also eliminates the Deputy Secretary for Business Administration and uses that position to establish the Chief Deputy for Support. One of the key duties of the incoming Chief Deputy for Support will be to lead the development of the 25-year infrastructure plan.

NCDOT’s recent internal promotions include:

  • Steve Watkins, promoted to Director of License and Theft Bureau, DMV
  • Barbara Webb, promoted to Director of Driver Services
  • Paul Worley, promoted to Director of Rail Division
  • Richard Walls, promoted to Deputy Secretary for Transit

NCDOT’s newest team members include:

  • LaNica Allison, Deputy Secretary for Intergovernmental Affairs
  • Cris Mulder, Deputy Secretary for Internal and External Communications
  • James Forte, DMV Commissioner
  • Randy Dishong, DMV Assistant Commissioner
  • Jason Soper, Legislative Affairs Manager
  • Dave Ulmer, Chief Information Officer

“These changes are part of a normal transition as we seek to serve the citizens of North Carolina in the most efficient manner possible,” Tata said.
