State Transportation Secretary Names Forte and Allison to Key Leadership Positions Wednesday, January 30, 2013

Raleigh, N.C. — Today, State Transportation Secretary Tony Tata announced James Forte will lead the N.C. Division of Motor Vehicles and La Nica Allison will serve as the North Carolina Department of Transportation's Deputy Secretary of Intergovernmental Affairs. Allison is the first African-American woman to serve as a deputy secretary in the Department of Transportation.

“We are excited to announce the appointment of such high quality leaders,” Tata said. “Both James and La Nica bring with them a wealth of knowledge and experience from the public and private sectors. I am confident they will be assets to the department as we work to fulfill Governor McCrory’s vision to be more efficient, effective and customer-focused.”

As Commissioner, Forte will oversee daily operations for the Division of Motor Vehicles, including oversight of driver license and identification card production, vehicle registration and titling, dealer records, towing, odometer fraud and safety and emissions inspections. He brings with him more than 25 years of experience in North Carolina state government, and was previously Assistant Commissioner of DMV. While at DMV, Forte developed and coordinated the division’s Total Quality Management Initiative, Quality Goes Public, to improve internal operations and customer service as well as streamline work processes. The initiative was expanded throughout other state agencies. Forte will start Jan. 30. His salary is $110,868.

As Deputy Secretary of Intergovernmental Affairs, Allison will oversee policy, transportation planning and budget coordination. She has more than 17 years of experience in management and operations in private business, consulting and public sector organizations, including work as a contractor for the U.S. Department of Health and Human Services. Allison also served as a policy analyst for Gov. Pat McCrory’s transition team, responsible for the Department of Transportation and the Department of Administration. Her first day on the job was Jan. 22. Her salary is $106,754.
