NCDOT to Host Public Meeting for Proposed Bridge Replacements on U.S. 301 in Johnston County Wednesday, October 24, 2012

RALEIGH — The N.C. Department of Transportation will hold a public meeting on Tuesday, Oct. 30 to gather input on the proposed replacement of two bridges on U.S. 301 in Smithfield over Holts Lake/Black Creek and the Neuse River.  

The informal meeting will be held from 4 to 6 p.m. at The Pentecostals of Smithfield Church, located at 3020 S. Brightleaf Boulevard in Smithfield. Interested citizens may drop by anytime during the meeting to view maps and discuss the project. NCDOT representatives will be available to answer questions about the project, as well as discuss proposed detour routes. Comments and suggestions received will be considered during the planning process. No formal presentation will be given.

NCDOT proposes to replace the bridge over Holts Lake/Black Creek and the bridge over the Neuse River on U.S. 301. Both bridges were originally constructed in 1926, and were widened in the early 1950s. They are classified as functionally obsolete, meaning that they are narrow and do not meet current design standards. Approximately 11,000 cars cross both bridges each day. Both bridges are proposed to be replaced with structures that have two 12-foot travel lanes as well as a five-foot wide sidewalk on the west side to accommodate pedestrian traffic.

Replacing these bridges is part of the state-funded bridge improvement program. The work will be done using express design-build, which does not require a technical proposal. With express design-build, projects are built to exact specifications, so low bidders can launch construction within eight months of winning a bid.

Right-of-way acquisition for the bridge over Holts Lake/Black Creek is currently scheduled for early 2014, with construction anticipated for summer of the next year. Right-of-way acquisition for the bridge over the Neuse River is currently scheduled to begin the summer of 2015, with construction beginning once the bridge over Holts Lake/Black Creek is complete. Both bridges would be closed for no longer than 180 days each.
